Born in Williamsport, Pennsylvania, Lieutenant Colonel Fulton enlisted in the Marine Corps and attended basic training at Parris Island in 1997. He served at Marine Barracks, Guantanamo Bay; Marine Security Guard duty in Tel Aviv, Israel, and Guatemala City, Guatemala; section leader, Company L, 3d Battalion, 3d Marines; and platoon sergeant, Headquarters Company, 3d Marine Regiment.
As an enlisted Marine, he attained the rank of Staff Sergeant. Lieutenant Colonel Fulton graduated from The Pennsylvania State University and was commissioned through the MECEP in 2004. He has had the honor to lead Marines and Sailors as a platoon commander, Incident Response Platoon, Support Company, Marine Wing Support Squadron 371; Company Commander, Headquarters and Service Company, Marine Wing Support Squadron 371; Company Commander, Headquarters and Service Company, 3d Light Armored Reconnaissance Battalion. He also served at Officer Candidates School as a platoon commander in the summers of 2014 and 2015.
Staff assignments include: Squadron S-4 and S-3, Marine Wing Support Squadron 371, Marine Wing Support Group 37; Battalion S-4, 3d Light Armored Reconnaissance Battalion, 1st Marine Division; Regimental S-4, 7th Marine Regiment, 1st Marine Division; Regimental S-3, Headquarters Regiment, 3d Marine Logistics Group; MEU S-4, 15th Marine Expeditionary Unit (re-designated SPMAGTF-CR-CC CE); and Executive Officer, 1st Maintenance Battalion, Combat Logistics Regiment 15. Supporting Establishment assignments include: Marine Officer Instructor, NROTC, The Pennsylvania State University. His joint assignments include United States Africa Command, Executive Officer to the Director of Logistics and as the combatant command's first Headquarters Deputy Commandant.
Lieutenant Colonel Fulton has deployed on several occasions: Operation IRAQI FREEDOM (2007), Operation ENDURING FREEDOM (2009, 2010/2011, 2012), and Operation INHERENT RESOLVE (2018/2019). Lieutenant Colonel Fulton is a graduate of The Basic School, Logistics Officer Course, Marine Corps Expeditionary Warfare School (Non-Resident), U.S. Army Air Assault School, Marine Corps Weapons and Tactics Instructor School, U.S. Army Combined Logistics Captains' Career Course, Joint Logistics Course, Marine Corps Command and Staff College (Non-Resident), U.S. Army Airborne School, U.S. Army Command and General Staff College (with Honors), Joint Humanitarian Operations Course, Joint Combined
Warfare School, and the U.S. Naval War College's, College of Naval Warfare and Naval Command College. He is a Level 3 Joint Qualified Officer. He holds a Bachelor of Arts, Political Science from The Pennsylvania State University, a Master of Arts, Administrative Leadership from The University of Oklahoma, a Master of Engineering, Project Management from The University of Kansas, and a Master of Arts, National Security and Strategic Studies from The U.S. Naval War College.
Lieutenant Colonel Fulton's personal decorations include: Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal (2), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (5), Navy and Marine Corps Achievement Medal (2), and the Combat Action Ribbon.
