First Sergeant Kuo was born in Taipei, Taiwan. He enlisted in the United States Marine Corps as a Private First Class and attended recruit training at Marine Corps Recruit Depot, San Diego, California in 2008. Upon successful completion of recruit training, he attended Marine Combat Training (MCT) at Camp Pendleton, California. Subsequently, he completed the Basic Enlisted Supply Course at Camp Johnson, North Carolina, earning the Military Occupational Specialty (MOS) 3043. Supply Administration Specialist.
Upon completion of MOS training, Private First Class Kuo received orders to the Repairable Issue Point, 3rd Maintenance Battalion, Combat Logistics Regiment 35, Camp Kinser, Okinawa, Japan, where he served as a Supply Clerk. He was promoted to Lance Corporal in June 2009 and to Corporal in January 2010.
In October 2010, Corporal Kuo received orders to Marine Barracks, 8th and I, Washington, D.C. He served as the Noncommissioned Officer in Charge (NCOIC) for both the Marine Corps Institute Company Warehouse and the Finance Section. Additionally, he held several collateral billets, including Marine Corps Mascot Handler, Dignified Transfer Team NCOIC, Marching Staff for the NCO Parade, and Instructor at the Marine Barracks Washington, D.C. Ceremonial Drill School. In March 2012, Corporal Kuo was promoted to Sergeant.
In January 2013, Sergeant Kuo reported to Drill Instructor School, Class 2-13, at Marine Corps Recruit Depot, San Diego, California. Upon graduation, he was assigned to Company K, 3rd Recruit Training Battalion, where he served as a Drill Instructor. In 2014, he was reassigned to Receiving Company, Support Battalion, serving as both a Drill Instructor and Urinalysis Program Coordinator. In 2015, Sergeant Kuo returned to Company K, 3rd Recruit Training Battalion, where he held the billets of Drill Instructor and Senior Drill Instructor. In December 2015, he was promoted to Staff Sergeant.
In March 2016, Staff Sergeant Kuo attended the Enlisted Supply Intermediate Course at Camp Johnson, North Carolina. Upon completing his tour as a drill instructor in May 2016, he received orders to Combat Logistics Battalion 7, 1st Marine Logistics Group, Marine Corps Air Ground Combat Center, Twentynine Palms, California, where he served as the Supply Administration Chief. In October 2016, Staff Sergeant Kuo deployed as the Supply Chief with the Logistics Command Element, Special Purpose Marine Air-Ground Task Force—Crisis Response—Central Command 16.2. In December 2017, Staff Sergeant Kuo was assigned to 3rd Battalion, 7th Marine Regiment, 1st Marine Division, Marine Corps Air Ground Combat Center, Twentynine Palms, California, where he served as the Supply Chief. During this assignment, he deployed as
the Supply Chief to Kuwait and Syria with the Ground Combat Element, Special Purpose Marine Air-Ground Task Force—Crisis Response—Central Command 18.2.
In April 2019, Staff Sergeant Kuo received orders to Recruiting Station Seattle, 12th Marine Corps District, Marine Corps Recruiting Command, where he held multiple key billets, including Supply Chief, Logistics Chief, Facilities Chief, Motor Transportation Chief, S-3 Chief, Substance Abuse Control Officer, and Independent Duty Fund Responsible Officer. In December 2020, Staff Sergeant Kuo was promoted to Gunnery Sergeant.
In January 2022, Gunnery Sergeant Kuo reported to Drill Instructor School, Class 2-19, at Marine Corps Recruit Depot, San Diego, California. Upon completion of the Priors Course, he was assigned to Company L as a Senior Drill Instructor. In June 2022, he was appointed Chief Drill Instructor for Company H, 2nd Recruit Training Battalion. In March 2023, Gunnery Sergeant Kuo was reassigned to Drill Instructor School as a Squad Instructor. In September 2023, he assumed the position of Company First Sergeant for Instructional Training Company, Support Battalion. He was promoted to First Sergeant in September 2024.
In October 2024, First Sergeant Kuo reported to Marine Wing Support Squadron 171, Marine Corps Air Station Iwakuni, Japan, to serve as Company First Sergeant for Support Company. In December 2025, he became the Company First Sergeant for Headquarters and Service Company. In February 2026, First Sergeant Kuo was appointed as the Command Senior Enlisted Leader for Marine Wing Support Squadron 171.
First Sergeant Kuo's personal awards include the Navy and Marine Corps Commendation Medal (gold star in lieu of 2d award) and the Navy and Marine Corps Achievement Medal (gold star in lieu of 2d award).
